MADISON, Wis. -- The number of school districts offering 4-year-old kindergarten has grown by 70 percent in seven years. The state Department of Public Instruction said the number of students enrolled has nearly doubled from about 14,400 in the 2001 school year to 27,700 this year. The number of districts offering it grew from 166 in 2001 to 283 this year. The recently passed state budget includes $3 million in grants to help start new programs. Expanding 4-year-old kindergarten has been a priority of Gov. Jim Doyle's administration.
